St. Louis Linked Cocaine Conspiracy Foiled

ST. LOUIS – In a major blow to the city’s drug trade, five individuals have been arrested and accused of involvement in a cocaine distribution ring that supplied kilograms of the deadly substance to St. Louis and other areas.

A superseding indictment returned on July 24 charged Christopher D. Taylor, 35, Stanford “Stan” Times, 36, Vincent “Lil V” Woods, 38, and Terry Smith, 49, with one count of cocaine conspiracy and one count of possession with intent to distribute cocaine. Rene Garcia, 47, who was arrested in Texas, and five others face similar charges.

The indictment alleges that the group was involved in a cocaine conspiracy from October 2024 to July 2025. According to court documents, Arturo Villalobos, 33, who has been in custody since April, was caught with 19 kilograms of cocaine and $100,000 in cash, part of a history of transporting drugs and collecting payments.

It is alleged that Berry, who was caught with 13 kilograms of cocaine, supplied illegal drugs to Woods and Times, who in turn supplied Taylor and Smith. A man who purchased cocaine from Taylor was the target of a shooting on Interstate 55 in St. Louis on November 23, 2024, with his car hit approximately 26 times. One round entered the northbound lanes of the highway, striking and killing an innocent bystander.

The group is accused of smuggling kilograms of cocaine to St. Louis and other areas through a complex network of suppliers and distributors. The investigation, led by the Drug Enforcement Administration, Immigration and Customs Enforcement’s Homeland Security Investigations, the Jefferson County Municipal Enforcement Group, the Overland Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives, has revealed a shocking level of violence and corruption.

The case is part of Operation Take Back America, a nationwide initiative aimed at repelling the invasion of illegal immigration, eliminating cartels and transnational criminal organizations, and protecting communities from violent crime. The indictment charges the defendants with conspiracy to distribute cocaine and possession with intent to distribute cocaine.

Charges set forth in an indictment are merely an accusation and do not constitute proof of guilt. Every defendant is presumed to be innocent unless and until proven guilty. Assistant U.S. Attorneys Torrie J. Schneider Phillip Voss are prosecuting the case.

The arrest of these individuals is a significant blow to the St. Louis drug trade and a testament to the dedication of law enforcement agencies to combating the scourge of cocaine trafficking. The investigation is ongoing, and further arrests are expected.
