Miguel Scott Arnold, Sex Trafficking Conspiracy, PA 2019

HARRISBURG – The grim reaper of human trafficking, Miguel Scott Arnold, was today handed a 25-year sentence by the United States District Court for his leadership in a despicable sex trafficking ring.

The 33-year-old Harrisburg native, Arnold, was convicted after a grueling four-day trial on June 21, 2019. His crimes included conspiracy to commit sex trafficking, sex trafficking itself, conspiracy to possess with intent to distribute heroin and marijuana, and possession with intent to distribute heroin. The ring exploited over two dozen victims, including juveniles, through coercion and violence.

The conspiracy, which began in Harrisburg in 2015 and ended in 2016, was dismantled thanks to a coordinated FBI investigation. Arnold and his cohorts lured women into prostitution using fraudulent means and targeted the vulnerable. At least three minors were ensnared in their web of deceit, including one as young as 14.

Four co-defendants from Harrisburg have already pleaded guilty, with one sentenced to 15 years’ imprisonment for his role in the conspiracy. Arnold’s sentence was mandatory due to his leadership position, and Judge Sylvia H. Rambo emphasized the severity of the criminal conduct in her ruling.

This case is part of Project Safe Childhood, a Justice Department initiative aimed at eradicating child sexual exploitation and abuse. The FBI coordinated the investigation with local law enforcement agencies, while Assistant U.S. Attorneys Michael A. Consiglio and Christian T. Haugsby prosecuted the case.
