Tulsa Couple Indicted on Child Sex Trafficking Charges
A pair of Tulsa residents have been indicted on charges of child sex trafficking in Pennsylvania. Oscar Carter, 34, and Shelby Summer Brown, 27, are accused of transporting a minor from Ohio to Pennsylvania for the purpose of prostitution and other illicit activities.
According to the indictment, Carter and Brown knowingly and willfully transported the minor, referred to as Minor A, from Ohio to Pennsylvania on March 6, 2018. They allegedly entered into a conspiracy to recruit the minor for sex trafficking from March 6, 2018 to March 14, 2018.
The indictment further alleges that Carter and Brown knowingly recruited, enticed, harbored, transported, provided, obtained and maintained the minor, who had not attained the age of 18 years, for commercial sex acts. They allegedly benefited financially from the venture, despite knowing the minor’s age and the fact that they would be caused to engage in commercial sex acts.
Carter and Brown are currently incarcerated at the Butler County Prison. The government intends to seek their continued detention pending trial.
Assistant United States Attorney Jessica Lieber Smolar is prosecuting the case on behalf of the government. The Federal Bureau of Investigation, the Cranberry Township Police, and the City of Pittsburgh Bureau of Police conducted the investigation leading to the indictment.
An indictment is an accusation, and the defendants are presumed innocent until proven guilty. If convicted, Carter and Brown face a maximum total sentence of life imprisonment, a fine of $750,000, and a term of supervised release for any term of years not less than five, and up to life.
The case highlights the growing problem of technology-facilitated sexual crimes against children. U.S. Attorney Scott W. Brady stated, “The number of technology-facilitated sexual crimes against children continues to grow. By establishing the United States Attorney’s Project Safe Childhood Task Force, with six experienced federal prosecutors dedicated to the protection of children, we are able to focus our resources on locating, apprehending and prosecuting pedophiles and predators who seek to exploit children.”
