Tulsa man Jesse Thomas Moore, who was set to plead guilty to a series of sex offenses and Peeping Tom incidents, now faces an additional sex offense charge, announced Acting U.S. Attorney Clint Johnson.
Moore, 46, was newly charged by criminal complaint with coercion and enticement and made an initial appearance in federal court.
While in federal custody, Moore allegedly accessed the JailATM program by means of a stationary kiosk or portable smart pad to video chat or message with a minor female, whom he referred to as his girlfriend.
The complaint outlines more than ten conversations between Moore and the minor that occurred from Aug. 1, 2021, to Aug. 19, 2021, during which Moore repeatedly pressured the minor for sexually explicit video and images of herself or tried to coerce the minor to engage in sexually explicit behavior while the two video chatted.
Moore was previously indicted for other sex crimes in February 2021, including lewd acts with a child under 16 in Indian Country, burglary in the first degree in Indian Country, and attempted sexual abuse by threat in Indian Country.
Court documents alleged that Moore broke into a home on May 6, 2020, and ejaculated on and near the victim, who was younger than 16 years of age. Moore also allegedly broke into a different residence through a back door on Nov. 8, 2020, and attempted to sexually assault a female victim after he broke into her residence on Dec. 13, 2020.
The crimes occurred following multiple Peeping Tom incidents conducted by Moore. The matter will proceed in U.S. District Court in Tulsa, where the Complaint is currently pending. Assistant U.S. Attorney Joel-lyn McCormick is prosecuting the case.
The FBI and Tulsa Police Department are the investigative agencies. Moore is presumed innocent until proven guilty in a court of law. The case is currently pending indictment by a federal Grand Jury.
