Sex Offender Registration Violation Lands Arkansas Man in Hot Water
An Arkansas man has pleaded guilty to failing to register as a sex offender in Idaho, a crime that carries serious penalties.
Tyler Zane Clem, 21, of North Little Rock, Arkansas, was arrested in Pocatello, Idaho, on August 9, 2013, after he failed to update his sex offender registry following a move from Arkansas.
Clem was convicted in June 2012 of sexual assault in the second degree in Arkansas and was required to register as a sex offender. However, he failed to update his registration after leaving a half-way house in Arkansas on June 28, 2013, and did not register in Idaho after his arrival.
The charge of failure to register as a sex offender is punishable by up to ten years in prison, a maximum fine of $250,000, and five years up to lifetime supervised release.
Clem is set to be sentenced on April 22, 2014, before Chief U.S. District Judge B. Lynn Winmill at the federal courthouse in Pocatello.
The case was investigated by the U.S. Marshals Service, with the assistance of the Pocatello Police Department.
The Sex Offender Registration and Notification Act (SORNA), passed by Congress in 2006, requires sex offenders to register and keep their registration current in each jurisdiction where they reside. Violations of SORNA can be prosecuted in federal court.
