Angel Quiros, Conspiracy to Distribute Cocaine, Connecticut 2024

Waterbury’s notorious drug kingpin Angel Quiros, also known as ‘Papa John,’ was handed a 63-month federal prison sentence today by U.S. District Judge Michael P. Shea in Hartford. The 36-year-old was found guilty of leading a major drug trafficking operation that operated out of the city.

According to court documents and statements made during the sentencing, the FBI’s Waterbury Safe Streets Gang Task Force joined forces with other law enforcement agencies in an extensive investigation. This probe revealed that Quiros’s organization, along with another led by Daniel Diaz-Rivera, distributed cocaine, crack, and fentanyl through a network of sellers across the city.

Investigative techniques employed included wiretaps on multiple phones, video surveillance, GPS tracking, and numerous controlled purchases. The results were staggering: thousands of grams of drugs, stolen firearms, ammunition, and nearly $40,000 in cash were seized from Quiros’s operation.

Quiros, along with Diaz-Rivera and 15 associates, faced federal charges for their roles in the drug ring. Both men pleaded guilty to conspiracy to distribute and possess large quantities of cocaine. While Quiros will serve his sentence starting October 20, 2025, Diaz-Rivera was sentenced to 210 months in prison.

The FBI’s Waterbury Safe Streets Gang Task Force, which includes members from the FBI, local police departments, and the Connecticut Department of Correction, played a crucial role in this investigation. The DEA, U.S. Marshals Service, Homeland Security Investigations (HSI), Connecticut State Police, and various local law enforcement agencies also contributed to the successful prosecution.

Assistant U.S. Attorneys Natasha Freismuth and Shan Patel handled the prosecution for the Organized Crime Drug Enforcement Task Forces (OCDETF) Program. U.S. Attorney David X. Sullivan expressed gratitude to the Waterbury State Attorney’s Office for their cooperation in bringing this case to a close.
