Man Sentenced to 7 Years in Prison for Sex Offender Registration Violation
BILLINGS, Mont. — An Oklahoma man has been sentenced to 7 years in prison for failing to register as a sex offender in Montana, despite repeated orders to do so.
Windelyn Valdo Shoulderblade, Jr., 33, of Broken Arrow, Oklahoma, was convicted of failure to register as a sex offender on January 30, following a two-day jury trial. U.S. District Judge Susan P. Watters presided.
The court ordered the sentence to run consecutive to other cases pending in Oklahoma. Shoulderblade was also ordered to serve 15 years of supervised release after his prison term.
According to U.S. Attorney Jesse Laslovich, Shoulderblade refused to comply with the Sex Offender Registration and Notification Act (SORNA) for years, posing a constant threat to community safety. The U.S. Marshals Service, Northern Cheyenne SORNA Compliance Office, and Yellowstone County Sheriff’s Office conducted the investigation.
Shoulderblade was required by law to register as a sex offender after being convicted of felony sexual battery in Oklahoma in 2014. However, he failed to register and update his information between December 2022 and November 2023 in Montana.
Despite instructions to register, Shoulderblade never complied, and he continued to commit additional sex crimes while out of compliance. He had frequent contact with local law enforcement in Billings and on the Northern Cheyenne Indian Reservation.
The U.S. Attorney’s Office prosecuted the case, and the U.S. Marshals Service, Northern Cheyenne SORNA Compliance Office, and Yellowstone County Sheriff’s Office conducted the investigation.
