Raul Ulises Badillo-Guzman, a 49-year-old man from Yakima, Washington, has been sentenced to 30 years in prison and a life term of court supervision for producing child pornography and attempting to produce child pornography.
According to court proceedings, on October 30, 2013, a 14-year-old girl and her mother discovered a small camera in the bathroom of their residence, which contained images of the girl naked as she prepared to take a shower.
Badillo-Guzman, who was identified as the perpetrator, had placed the camera in the bathroom to surreptitiously record the girl. The Yakima Police Department obtained a search warrant and found several electronic devices containing child pornography images of other known victims, including a prepubescent girl who was between 8 and 10 years old at the time of the abuse.
The FBI conducted a search of yearbooks from local schools and identified the victim. Michael C. Ormsby, United States Attorney for the Eastern District of Washington, stated, ‘Badillo-Guzman raped and sodomized a child repeatedly and produced videos and images memorializing that abuse.’
Ormsby added, ‘The sentence handed down today provides fair and just punishment for this abhorrent offense.’ He also noted, ‘The lasting and devastating effects on the victims of these cases cannot be overstated.’
This case was prosecuted as part of Project Safe Childhood, a nationwide initiative launched in May 2006 to combat child sexual exploitation and abuse. The initiative marshals federal, state, and local resources to locate and prosecute individuals who sexually exploit children and to identify and rescue victims.
Badillo-Guzman will also be required to register as a sex offender and serve a life term of court supervision after his release from federal prison. The sentence handed down today provides fair and just punishment for this heinous crime.
The investigation was a joint effort between the Yakima Police Department, the Federal Bureau of Investigation, and the United States Attorney’s Office for the Eastern District of Washington.
Project Safe Childhood has five major components, including integrated federal, state, and local efforts to investigate and prosecute child exploitation cases, participation in coordinated national initiatives, increased federal enforcement in child pornography and enticement cases, training of federal, state, and local law enforcement agents, and community awareness and educational programs.
