Zhenya Bulgakov, a 40-year-old man from Largo, Florida, is headed to federal prison for nearly 13 years after being caught with a small fortune in cash and high-purity methamphetamine near Clearwater Beach. Bulgakov was sentenced to 12 years and 11 months by U.S. District Judge Charlene E. Honeywell for possessing with intent to distribute 50 grams or more of methamphetamine—a charge carrying stiff mandatory penalties.
The bust went down on April 29, 2016, when law enforcement pulled over Bulgakov’s truck during a routine traffic stop. What started as a simple violation escalated fast. Officers discovered a hidden safe stashed in the vehicle containing more than $113,000 in cash and approximately 360 grams of 99% pure methamphetamine. The sheer quantity and quality of the drugs signaled this was no user—it was a dealer deep in the supply chain.
Court documents reveal Bulgakov wasn’t just moving product—he was scaling up. Before his arrest, he had already purchased, transported, and sold 14 pounds of methamphetamine across the region. He’d also arranged to acquire another batch of similar size, indicating an ongoing, high-volume operation that federal authorities were determined to shut down.
Bulgakov pleaded guilty on September 19, 2016, cutting short a trial but doing little to soften the blow of his sentence. In addition to prison time, the court ordered the forfeiture of a Hummer limousine purchased with proceeds from the drug trade—a flashy symbol of the lifestyle built on addiction and distribution.
The FBI led the investigation, peeling back layers of movement, transaction, and communication to pin the trafficking operation squarely on Bulgakov. His connections, travel patterns, and financial trail painted a clear picture of a man operating with brazen confidence—until the feds closed in.
Assistant United States Attorney Gregory T. Nolan prosecuted the case, securing a conviction that underscores the federal government’s continued crackdown on methamphetamine networks in Florida. With purity levels rising and distribution rings expanding, cases like Bulgakov’s show how fast a trafficking operation can go from profit to prison.
