Alexandria, Virginia—In a fiery act of vengeance, Josepha Kasai, 24, was sentenced to 15 years in federal prison for hurling Molotov cocktails at an apartment building in June 2016, igniting a blaze that trapped nine people on the third floor and forced a panicked leap from a balcony to escape.

According to court records and evidence laid bare at trial, Kasai smashed a Molotov cocktail against the doorway of a third-floor unit, setting the entrance ablaze and cutting off escape for those inside. Undeterred, he fled outside and launched a second incendiary device through a bedroom window, escalating the inferno and triggering a full building evacuation under thick smoke and chaos.

One victim, cornered by flames and smoke, jumped from the third-floor balcony in a desperate bid for survival. Surveillance and witness testimony confirm Kasai pursued the man immediately afterward, wielding what appeared to be a knife. The attack was not random—it was personal. After his arrest, Kasai admitted to law enforcement he intended to kill the man, blaming him for stealing his iPhone weeks earlier.

Kasai, an Alexandria resident, stood trial before U.S. District Judge Anthony J. Trenga, who delivered a guilty verdict following a bench trial on October 25, 2017. The judge’s sentence underscores the severity of a crime that endangered an entire residential building and left lasting trauma in its wake.

The case was prosecuted by Assistant U.S. Attorneys Maureen C. Cain and Nicholas U. Murphy II. In a joint statement following sentencing, Tracy Doherty-McCormick, Acting U.S. Attorney for the Eastern District of Virginia, ATF Special Agent in Charge Thomas L. Chittum III, Alexandria Fire Chief Robert C. Dubé, and Police Chief Michael L. Brown emphasized the coordinated response that brought Kasai to justice.
