PHILADELPHIA — Today, United States Attorney David Metcalf dropped a bombshell as he revealed that Daryl F. Heller, 55, of Lititz, Pennsylvania, stands accused of orchestrating a colossal investment fraud scheme. Heller, the mastermind behind what’s now being called a $402 million swindle, faces one count of securities fraud and four counts of wire fraud.
The indictment paints a sordid picture of how Heller, through his control of Paramount Management Group, LLC, and other entities, lured investors into a fraudulent ATM investment venture. The defendant’s web of deceit promised investors monthly returns from the operation of ATMs, but in reality, the funds were funneled elsewhere to pay off earlier investors, personal debts, and business expenses.
According to the charges, Heller’s false promises led to the solicitation of around $770 million from Prestige ATM Funds and WF Velocity ATM Fund investors. The defendant is accused of fabricating records to misrepresent the number of ATMs and their revenue-generating capacity, furthering his con.
Heller’s Ponzi scheme unraveled in April 2024 when he halted monthly payments, leaving investors high and dry after promising buyouts. By December 2024, Paramount was out of business, with unpaid principal amounts totaling approximately $402 million.
“Daryl Heller’s actions are nothing short of monstrous,” commented U.S. Attorney Metcalf. “He preyed upon hardworking individuals, taking their life savings and leaving them in ruins.” The investigation into this case was a collaborative effort between FBI Philadelphia’s white-collar crime branch and the economic crimes section of the DOJ.
