Amarillo Man Indicted on Sex Trafficking Charges

Amarillo, TX – A former Amarillo resident has been charged with two counts of attempted sex trafficking of a child and one count of attempted transfer of obscene material to a child.

Xzavion Dayshaun Ragsdale, 19, also known as ‘Yung Billy,’ made his initial appearance in federal court yesterday before U.S. Magistrate Judge Clinton E. Averitte, who ordered Ragsdale to remain in federal custody, pending a detention hearing set for Monday.

The indictment alleges that Ragsdale attempted to recruit two individuals, ‘J.B.’ and ‘A.M.,’ both under the age of 18, to engage in commercial sex acts. The charges also include an allegation that Ragsdale used a cell phone and the Internet to transfer obscene matter to another individual under the age of 16.

A federal indictment is an accusation by a grand jury. Ragsdale is entitled to the presumption of innocence unless proven guilty. If convicted, the statutory penalty for attempted sex trafficking of a child is not less than 10 years or life in federal prison and a $250,000 fine. The maximum statutory penalty for attempted transfer of obscene material to a minor is 10 years in federal prison and a $250,000 fine.

The investigation was conducted by the Amarillo Police Department and U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). Assistant U.S. Attorney Joshua Frausto is in charge of the prosecution.

Ragsdale’s case serves as a reminder of the devastating impact of human trafficking and the importance of continued efforts to combat it. The Northern District of Texas will continue to work tirelessly to bring those responsible for these heinous crimes to justice.
