The sentence, handed down by U.S. District Judge Richard D. Bennett, stems from a drug trafficking conspiracy that spiraled into unimaginable violence. Briscoe was found guilty on June 8, 2022, following a grueling 12-day jury trial.

The evidence presented at trial painted a horrifying picture of premeditated brutality. From March to October 2015, Briscoe was involved in a heroin distribution ring. On May 25, 2015, he confessed to his then-girlfriend, Kiara Haynes, his intent to rob and kill Jennifer Jeffrey, a long-time friend of Haynes, to steal her heroin stash. He didn’t just plan a robbery; he planned an execution. Haynes, complicit in the scheme, assisted in acquiring a .45 caliber firearm, procuring it through a relative serving time in jail in exchange for a share of the stolen drugs.

The details of the murder are chilling. Briscoe, armed with the illegally obtained firearm, went to Jeffrey’s home on May 27, 2015. He didn’t hesitate. He robbed Jeffrey of at least 80 grams of heroin and then unleashed a horrific attack, shooting her multiple times in the wrist, shoulder, chest, and ultimately, the back of the head. But the depravity didn’t end there. While the mother lay dying, Briscoe turned his gun on her seven-year-old child, who was asleep in his bed, and repeatedly shot him in the head. The motive? To eliminate a witness, to ensure no one could connect him to the crime.

After the murders, Briscoe returned to Haynes’s apartment, casually informing her that both Jeffrey and her child were dead, and handing her a bag of heroin as her share of the loot. Haynes then returned the firearm to the inmate’s relative, fulfilling her end of the bargain with the stolen drugs. The entire operation was driven by greed, a callous disregard for human life, and a willingness to commit unspeakable acts to protect a drug operation.

The investigation, a collaborative effort between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Baltimore Field Division, the Federal Bureau of Investigation, Baltimore Field Office, the Baltimore Police Department, and the Cambridge Police Department, brought Briscoe to justice. U.S. Attorney for the District of Maryland Erek L. Barron announced the sentence, emphasizing the severity of the crimes. Briscoe was convicted of federal drug distribution charges, use of a firearm to commit murder in relation to drug trafficking crimes, killing a witness to prevent communication with law enforcement, and being a felon in possession of firearm and ammunition.

Briscoe’s life sentence sends a clear message: those who engage in drug trafficking and resort to violence, especially the targeting of innocent children, will face the full force of the law.
