MUSKOGEE, OK – Andria Victoria Dowdy, 22, of Memphis, Tennessee, is headed to federal prison after being sentenced to 42 months for her role in a conspiracy to violate federal firearms laws. The case, investigated by the Sequoyah County Sheriff’s Office and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), reveals a scheme to illegally acquire firearms in Oklahoma.
The trouble began on December 29, 2021, when Sequoyah County deputies pulled over a vehicle on I-40. Inside, they found Dowdy along with Jemarcus Maquel Williams and Anfernee Deshon Sherrod, and a disturbing cache of weapons: six firearms equipped with large capacity magazines, and a particularly concerning, unserialized silencer. The lack of a serial number meant the weapon couldn’t be traced, a favorite tactic of criminals looking to evade law enforcement.
Dowdy, Williams, and Sherrod all pleaded guilty to one count of Conspiracy to violate federal firearms offenses on June 1, 2023. While Dowdy received 42 months, her co-defendants faced stiffer penalties. Williams and Sherrod were previously sentenced to 60 months in prison for their involvement in the same illegal operation. The sentences reflect the gravity of the crime and the potential for harm posed by the illicit firearms.
U.S. District Judge David C. Joseph, presiding over the sentencing in Muskogee, made it clear this wasn’t a slap-on-the-wrist case. Dowdy was immediately remanded to the custody of the U.S. Marshal, destined for a designated Bureau of Prisons facility to begin serving her non-parolable sentence. The lack of parole means Dowdy will serve the full 42 months before being eligible for release.
Assistant U.S. Attorney Edith Singer prosecuted the case, working to bring the trio to justice. The investigation highlights the ATF’s ongoing efforts to curb the flow of illegal firearms and hold accountable those who seek to arm themselves outside the bounds of the law. The Eastern District of Oklahoma, under U.S. Attorney Christopher J. Wilson, continues to prioritize firearms offenses as a critical component of public safety.
This case serves as a stark reminder that transporting illegal weapons across state lines – and possessing those weapons with malicious intent – carries severe federal consequences. Dowdy’s 42-month sentence, alongside those of her co-defendants, should deter others from engaging in similar criminal activity.
