Brenda Cruise, 48, of Dunmore, Pennsylvania, is behind bars on federal charges tied to a conspiracy to flood Lackawanna County Prison with drugs and contraband. The bombshell came May 21, 2019, when a criminal information was filed in the Middle District of Pennsylvania, alleging Cruise worked with others to funnel marijuana, suboxone, synthetic marijuana known as “spice,” and tobacco to inmates between February and December 2018.

Cruise wasn’t just a passerby—she was a contract employee with direct access to the prison’s inner workings. That trust was shattered when investigators uncovered her role in the smuggling ring. According to U.S. Attorney David J. Freed, the scheme exploited her position, turning the facility into a pipeline for illicit goods that endangered staff, inmates, and public safety.

The takedown was led by the Federal Bureau of Investigation and the Pennsylvania State Police in a coordinated strike against corruption behind bars. Cruise is the fourth person charged in the sweeping investigation, which exposed a network of insiders and accomplices feeding addiction and chaos inside the county lockup.

Prosecution is being handled by Assistant U.S. Attorney Francis P. Sempa, who is building the case under the umbrella of Project Safe Neighborhoods (PSN)—a federal initiative reinvigorated in 2017 to dismantle violent crime networks through aggressive interagency collaboration. The program targets not only street-level violence but the systems that enable it, including corruption in correctional facilities.

If convicted, Cruise faces a maximum of five years in federal prison, a term of supervised release, and steep fines. But the Federal Sentencing Guidelines mean the final sentence will weigh factors like the severity of the offense, her criminal history, and the need to protect the public. The judge will have wide discretion when the time comes to impose punishment.
