Local Man Sentenced to 5 Years in Prison for Possession of Child Pornography

Carlos Rafael Ocasio-Febres, a 21-year-old resident of Puerto Rico, has been sentenced to five years in prison followed by 15 years of supervised release for his involvement in possession of child pornography.

According to the U.S. Attorney’s Office in the District of Puerto Rico, Ocasio-Febres pleaded guilty to one count of possession of child pornography involving prepubescent minors on June 16, 2016.

The investigation into Ocasio-Febres’ actions was led by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI) following the execution of a search warrant in September 2015.

HSI agents discovered over 400 videos and at least 72 images of child pornography on Ocasio-Febres’ electronic devices, which he had downloaded and shared using his laptop and cellphones.

“The public has to understand that possession of child pornography is a very serious offense that victimizes and re-victimizes children every time and image is viewed, downloaded or shared,” said U.S. Attorney Rosa Emilia Rodríguez-Vélez.

The US Attorney’s Office in the District of Puerto Rico is committed to identifying and prosecuting individuals who seek, download, or possess child pornography, according to Rodríguez-Vélez.

Project Safe Childhood, an initiative aimed at preventing the abuse and exploitation of children through the use of digital cameras, computers, and other digital media, is a key component of the US Attorney’s Office’s efforts in this case.

The criminal prosecution was handled by Special Assistant U.S. Attorney Cristina Caraballo-Colón.
