Two men were slammed with federal child pornography charges in Puerto Rico on Valentine’s Day, marking a grim twist to the holiday as federal agents moved in to arrest Ricardo Barrios-Calderon and Alfredo Santiago-Rosario. The arrests, carried out by the Federal Bureau of Investigation, signal another brutal blow against predators exploiting children through digital abuse.

Barrios-Calderon was hit with a criminal complaint on February 14, 2018, accusing him of production of child pornography under Title 18, United States Code, Sections 2251(a) and (e). Authorities allege he didn’t just possess the material—he helped create it. The complaint also charges him with possession of child pornography involving prepubescent minors, violating Sections 2252A(a)(5)(B) and (b)(2), stacking the legal firepower against him.

In a separate but equally disturbing case, a federal grand jury returned a two-count indictment the same day charging Alfredo Santiago-Rosario with advertising child pornography, in violation of Title 18, United States Code, Sections 2251(d)(1)(A) and (e). He’s also charged with possession of child pornography under Section 2252A(a)(5)(B) and (b)(2), painting a picture of active participation in the distribution network of illicit child abuse material.

If convicted, both defendants face a mandatory minimum of 15 years in federal prison and a possible maximum sentence of up to 30 years. There’s no soft landing in these cases—federal sentencing guidelines come down like a sledgehammer on those who exploit the most vulnerable. The charges ensure that any defense argument will be met with maximum prosecutorial force.

Assistant United States Attorney Elba Gorbea is leading the prosecution against Barrios-Calderon, while Assistant U.S. Attorney Ginette Milanes takes the reins in the case against Santiago-Rosario. Both prosecutors have a track record of relentless pursuit in child exploitation cases, and sources indicate the government has substantial digital evidence gathered during the FBI-led investigation.
