Rafael Arroyo-Ubiles, a 27-year-old from Geneva, NY, has been arrested and charged with production and possession of child pornography. The disturbing allegations against Arroyo-Ubiles came to light in January 2026, during an investigation into illegal narcotics sales in the City of Geneva. While searching for evidence of narcotics activity, investigators stumbled upon an online account belonging to Arroyo-Ubiles, which contained videos depicting him sexually abusing a five-year-old girl.
The investigation was led by the Geneva Police Department, under the direction of Chief Ronald Eveland, and the Federal Bureau of Investigation, under the direction of Special Agent-in-Charge Philip Tejera. The case is being prosecuted by Assistant U.S. Attorney Kyle P. Rossi. Arroyo-Ubiles made an initial appearance before U.S. Magistrate Judge Colleen D. Holland and was detained.
If convicted, Arroyo-Ubiles faces a maximum penalty of 30 years in prison, a lifetime period of supervised release, and a $250,000 fine. The fact that a defendant has been charged with a crime is merely an accusation, and the defendant is presumed innocent until and unless proven guilty.
