A Rockland County man, Carlos Noel, was arrested for exchanging and possessing child pornography, including explicit images of infants and prepubescent minors. One of the users, who went by the name ‘L33YA1’, filmed herself sexually abusing her one-year-old niece and traded the videos with Noel.

The investigation was led by the FBI, and the U.S. Attorney’s Office for the Southern District of New York is handling the prosecution.
