Jesse Lee Wise, a 42-year-old Norfolk man and previously convicted child sex offender, has been sentenced to 10 years in prison for attempting to access child sexual abuse material (CSAM) while on supervised release. Wise was found with two unauthorized smartphones on August 13, 2025, which he used to try to access CSAM websites, despite being prohibited from using internet-capable devices as a condition of his release.
Wise’s history of child sex offenses dates back to January 22, 2010, when he was sentenced to 17 years and six months in prison for attempted enticement of a minor. He was released from prison on April 18, 2025, and began his term of supervised release, which included strict conditions to prevent him from accessing CSAM.
A forensic analysis of the devices conducted by Homeland Security Investigations (HSI) confirmed that Wise had entered CSAM-related search terms with the intent to view CSAM videos and images. The investigation was led by HSI Washington, D.C., with assistance from the U.S. Probation Office (USPO).
Wise’s case is part of Project Safe Childhood, a nationwide initiative launched by the Department of Justice to combat child sexual exploitation and abuse. The project aims to locate, apprehend, and prosecute individuals who exploit children via the internet and identify and rescue victims.
