WASHINGTON D.C. – A brazen open-air drug market operating in the Trinidad neighborhood of Northeast Washington D.C. has landed three District men behind bars. Davon Cunningham, 35, Roosevelt Richardson, 49, and Arnez Mack, 22, all of Washington D.C., received federal sentences today after being convicted of narcotics trafficking charges. U.S. Attorney Jeanine Ferris Pirro announced the penalties, a culmination of months of investigation and undercover work.
Chief Judge James E. Boasberg handed down the harshest sentence to Davon Cunningham, 126 months in prison, followed by a period of supervised release. Roosevelt Richardson will spend 66 months incarcerated, also with supervised release to follow. The lightest sentence went to Arnez Mack, who received a year-and-a-day, plus supervised release. The sentences reflect the severity of their involvement in flooding the streets with deadly narcotics.
Court documents reveal the conspiracy peddled approximately 468 kilograms of fentanyl, fentanyl analogues, and cocaine base from the 1100 block of Raum Street, NE. Law enforcement built a solid case, capturing images of Cunningham, Richardson, Mack, and their associates conducting hand-to-hand transactions almost daily. From June 2023 to March 2024, confidential informants (CIs) and undercover (UC) officers completed dozens of controlled purchases of the dangerous drugs.
The investigation painted Cunningham, also known as “Tank” or “Kevin,” as a key player, selling 520 grams of fentanyl, 56 grams of cocaine, and 66 grams of cocaine base directly to law enforcement. He even allegedly sold a firearm to an undercover officer. Richardson directly supplied agents with fentanyl, fentanyl analogues, and cocaine base on ten separate occasions between October 2023 and February 2024. A search of the group’s stash house uncovered multiple firearms, with DNA linking Richardson to a revolver and a black 9mm Intratec pistol.
Arnez Mack admitted to being part of the group and agreeing to distribute narcotics. On December 20, 2023, a Metropolitan Police Department officer spotted Mack on Raum Street and questioned him about weapons. Mack responded by exposing a .45 caliber Glock handgun tucked into his waistband. A subsequent search also yielded eight grams of cocaine base. This wasn’t a minor operation; it was a full-blown attempt to saturate a neighborhood with poison.
This case was part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation, a multi-agency effort involving the Drug Enforcement Administration’s Washington Division, the Narcotics Enforcement Unit of the Metropolitan Police Department, and the FBI Washington Field Office’s Violent Crimes Task Force. Assistant U.S. Attorneys Nihar Mohanty and Daniel Seidel prosecuted the case, with support from Criminal Division Trial Attorneys Christina Taylor and Gaelin Bernstein. Case number: 24cr246.
