Demetrius Minor, 31, Charged with Firearms Trafficking in Washington DC

A federal indictment has been returned against Demetrius Minor, 31, of Maryland, on charges related to the illegal transfer of firearms.

According to the indictment, Minor conspired with Donald Willis, 50, of Washington, D.C., to traffic more than 30 firearms between April and October 2021. Minor, who acted as the straw-purchaser of firearms from licensed gun stores in Maryland, would transfer the guns to Willis in exchange for cash.

The investigation began when two firearms purchased by Minor were recovered in the District of Columbia within a ten-day span. One of those firearms was recovered in November 2021, when Willis was arrested in an unrelated domestic violence incident. In that incident, a handgun recovered from Willis had been reported stolen the same day by Minor, triggering the ATF to investigate Minor’s firearms purchases.

The indictment charges Minor with engaging in the business of dealing in firearms without a license, illegal interstate transfer of firearms, sale of a firearm to a convicted felon, and conspiracy to commit an offense or defraud the United States. Willis was indicted on the charge of conspiracy.

An indictment is merely a formal charge, and Minor is presumed innocent until proven guilty. The charge of sale of a firearm to a convicted felon carries a statutory maximum sentence of 10 years in prison, while each of the other charges carries a statutory maximum sentence of five years in prison.

This case is being investigated by the ATF’s Washington Field Office and is being prosecuted by Assistant United States Attorneys Samuel Frey and Paul V. Courtney, of the Federal Major Crimes Section of the U.S. Attorney’s Office for the District of Columbia.
