A New York City doctor’s $24 million COVID-19 insurance scam has been exposed. Ali Rashan, 47, a medical doctor and CEO of ClearMD LLC, has pleaded guilty to running a widespread scheme to defraud healthcare benefit programs, including Medicare and Medicaid, between 2021 and 2023.
Rashan’s scam targeted insurance providers, causing over $24 million in losses. He exploited a public health crisis for personal gain, operating medical clinics that offered COVID-19 testing services in New York City during the pandemic.
Individuals visited ClearMD clinics for various reasons, including diagnosis after suspected COVID-19 exposure or to obtain clearance for work or travel. Rashan’s clinics conducted and billed for tens of thousands of COVID-19 tests, but submitted false medical records to justify the claims.
Rashan’s scheme was uncovered, and he is now facing the consequences. His guilty plea marks a significant blow to his reputation and financial interests.
The case serves as a reminder that those who exploit public health crises for personal gain will be pursued, investigated, and prosecuted.
