Xin Liu, a 40-year-old Chinese national living in Apopka, Florida, has pleaded guilty to conspiracy to commit wire fraud, targeting elderly victims throughout the state. Between July 22, 2025, and July 30, 2025, Liu conspired with China-based co-conspirators to defraud victims using fraudulent telephone calls and electronic messages. Liu’s role was to pick up packages of cash and deliver them to other conspirators, resulting in substantial financial hardship to at least one victim.

Liu’s actions were part of a larger scheme to prey on Florida’s vulnerable retiree population. The scam involved Liu driving to various locations throughout the state, including an assisted living apartment complex in Gainesville, to pick up or attempt to pick up more than $95,000 from victims. Liu personally verified the contents of each package and was paid with a portion of the fraud proceeds.

The investigation and prosecution of Liu’s case are part of a larger effort to combat elder fraud in the United States. U.S. Attorney John P. Heekin emphasized the importance of educating the public about these schemes and encouraging victims to report crimes to law enforcement quickly. Liu faces up to 20 years’ imprisonment and is expected to be transferred for deportation proceedings at the conclusion of her sentence.
