Fawn J. Lickteig, Medicare Fraud, Kansas 2020

A massive Medicare fraud scheme has been uncovered in Topeka, Kansas, with four individuals facing serious charges.

According to court documents, Fawn J. Lickteig, 42, of Lawrence, Kansas, Steven A. Churchill, 36, of Boca Raton, Florida, Samson K. Solomon, 25, of Margate, Florida, and Elaine J. Balsamo, 58, of Boca Raton, Florida, are accused of operating a fraudulent mail order pharmacy called Freestate Pharmacy.

Between February 2020 and February 2021, the defendants allegedly submitted false claims to Medicare for prescriptions that patients had not requested or spoken with a doctor about.

The indictment charges the defendants with conspiracy to commit health care fraud, mail fraud, and wire fraud, as well as eight counts of health care fraud, six counts of mail fraud, and four counts of wire fraud.

Churchill and Balsamo are also charged with four counts of money laundering, which could lead to significant prison time and fines.

The investigation into the scheme is being led by the U.S. Department of Health and Human Services – Office of Inspector General and the Federal Bureau of Investigation (FBI).

The case will be prosecuted by Assistant U.S. Attorneys Christine Kenney and Skip Jacobs.

An indictment is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

The exact date of the indictment is not specified in the press release, but the scheme allegedly took place between February 2020 and February 2021.
