Octavio Salazar Palma, a 34-year-old Federal Way resident, led a wide-ranging drug distribution network that peddled fentanyl, cocaine, and meth in Seattle’s International District and nearby homeless encampments. The operation was uncovered in May 2025, following a lengthy wire-tap investigation. Palma’s greed-driven conspiracy put the community at risk, prompting law enforcement to take action. The investigation began with officers working their way up the supply chain, eventually securing enough evidence to obtain a court-approved wiretap.
The wiretap allowed authorities to identify leaders and intercept drug shipments before they hit the streets. In March 2025 alone, law enforcement seized a staggering 100 pounds of methamphetamine, 111 kilos of cocaine, 19 kilos of fentanyl powder, 250,000 fentanyl pills, and four kilos of heroin, with a street value of nearly $3 million. The seizures were a significant blow to Palma’s operation, but it wasn’t until his arrest on May 29, 2025, that the trafficking finally stopped.
U.S. District Judge Tana Lin handed down a 10-year prison sentence to Palma, citing his leadership role in the conspiracy and the extraordinary amount of drugs that flooded the community. The sentence marks a significant victory for law enforcement, which has been working to address the crime problems plaguing the International District.
The FBI Seattle field office, led by Special Agent in Charge W. Mike Herrington, played a crucial role in the investigation, working closely with other agencies to disrupt the violent crime and make the streets safer.
