WASHINGTON – A grim revelation has emerged as five individuals have pleaded guilty for their involvement in a brazen contraband smuggling operation into the D.C. jail. LaTara Brown, 31, of Capitol Heights, Maryland; Kiya Holland, 33, from Oxon Hill, Maryland; Darius Robertson, 31, from Washington, D.C.; Marcel Vines, 28, also from Washington, D.C.; and Stefon Freshley, 28, of Washington, D.C., have all confessed to their roles in the conspiracy.
The group, along with Rashaad Roper, 45, of Gaithersburg, MD, who is set for trial, were charged on November 14, 2024, for providing or possessing contraband in a prison and conspiring to do so. The U.S. Attorney Jeanine Ferris Pirro announced the guilty pleas.
According to the plea deals, Brown and Holland admitted to packaging contraband such as knives, cell phones, and controlled substances like fentanyl into Tupperware containers before delivering them to the Central Detention Facility, known as the D.C. Jail. Robertson, Vines, and Freshley, who were inmates at the time, confessed to receiving the contraband from Officer Roper or another corrections officer.
Sentencings are set for various dates in August and September 2025, with each defendant facing a statutory maximum sentence of five years in prison for conspiracy to provide or possess contraband in a prison. The sentences will be determined by Judge Timothy J. Kelly at the respective hearings.
Joining the announcement were FBI Washington Field Office Criminal Division Special Agent in Charge Reid Davis and Chief Investigator Kevin L. Hammond of the D.C. Department of Corrections Office of Investigative Services.
This case was a joint investigation by the FBI’s Washington Field Office and the D.C. Department of Corrections Office of Investigative Services, with assistance from the Department of Justice Office of Inspector General. Assistant U.S. Attorneys Joshua Gold and Sarah Santiago are prosecuting the case.
