Haitian drug kingpin Jean Eliobert Jasme, also known as ‘ED1,’ ‘Eddy One,’ and ‘Tio Loco,’ was handed a 108-month federal prison sentence plus a $1 million fine after being convicted of orchestrating the importation of at least 500 grams of cocaine into the United States. The 63-year-old drug trafficker, who operated primarily out of Haiti and the Dominican Republic, was also sentenced to four years of supervised release.

According to court documents, Jasme’s criminal enterprise, which spanned from February 2019 to March 2022, included the transportation of bulk quantities of cocaine along routes leading to the U.S. He arranged for shipments from Colombia or Venezuela to be transported through Haiti and the Dominican Republic before reaching the Bahamas and eventually the United States. His organization had personnel, planes, and boats at its disposal.

In early 2022, Jasme was arranging a shipment of up to 4,000 kilograms of cocaine from Colombia to the Bahamas via Haiti using a Beechcraft King Air C90 aircraft. However, law enforcement intervened before the shipment was completed, leading to his arrest by the Haitian National Police and subsequent extradition to the U.S.

The DEA’s Port-au-Prince Country Office and the Milwaukee DEA Field Office conducted the investigation into Jasme’s activities. The Criminal Division’s Office of International Affairs, along with the Haitian Ministry of Justice, the Haitian National Police, and La Brigade de Lutte contre le Trafic de Stupéfiants (BLTS), provided significant assistance in this matter. Assistant United States Attorneys Robert J. Brady, Jr., and Gail J. Hoffman prosecuted the case.

Jasme’s sentencing reflects the government’s ongoing efforts to crack down on international drug trafficking operations that threaten public safety and undermine national security. His conviction serves as a stark reminder of the dangers posed by organized criminal networks and the commitment to bring them to justice.
