United States Attorney Alison J. Ramsdell has announced the sentencing of Joseph ‘Jo Jo’ Dowty, 33, from Rapid City, South Dakota. Dowty was sentenced to two years in federal prison for Possession with Intent to Distribute a Controlled Substance, followed by three years of supervised release and a $100 special assessment to the Federal Crime Victims Fund.
Dowty’s sentence followed his guilty plea on March 15, 2024, to charges brought against him by a federal grand jury in May 2023. The charges included Possession with Intent to Distribute a Controlled Substance and Possession of a Firearm by a Prohibited Person.
Law enforcement officials with the Oglala Sioux Tribe Department of Public Safety had been searching for Dowty since April 4, 2023, when they arrested him on an arrest warrant for absconding from state parole after his 2018 felony manslaughter conviction in Pennington County. At the time of his arrest, Dowty was carrying a Ruger Wrangler .22 caliber revolver and over 11 grams of methamphetamine, divided into 49 packages.
This case was investigated by the Oglala Sioux Tribe Department of Public Safety Criminal Investigations Division, with Assistant U.S. Attorney Heather Knox prosecuting it.
Dowty was immediately remanded to the custody of the U.S. Marshals Service following his arrest.
