WICHITA, KAN. – The Wichita Police Department joined forces with federal agents to deliver a major blow to the drug trade as two Kansas men found themselves staring down the barrel of serious charges. Thomas Lewis Williams, 64, and Oswaldo Gutierrez-Rodriguez, 29, are both accused of drug trafficking-related crimes after search warrants were executed earlier this week.
Williams, from Haysville, has been charged with one count of possession of a firearm in relation to a drug trafficking crime. According to court documents on August 6, 2025, law enforcement swooped into Williams’ home on South Meridian Avenue and turned up a arsenal of weapons, stacks of cash, methamphetamine conversion equipment, and suspected pills containing both methamphetamine and fentanyl.
Meanwhile, Gutierrez-Rodriguez, a resident of Wichita, faces one count of possession with intent to distribute a controlled substance. On the same day as Williams’ arrest, officers uncovered a meth lab in a commercial building on North Mascot Avenue. The evidence included acetone containers, ventilation fans, and equipment linked to the production of methamphetamine. A white crystal/powder substance tested positive for methamphetamine.
Both defendants are scheduled to make their initial court appearances before U.S. Magistrate Judge Gwynne E. Birzer on August 11, 2025. The investigation into this case is a collaborative effort involving the Wichita Police Department, Sedgwick County Sheriff’s Office, Homeland Security Investigations (HSI), Federal Bureau of Investigation (FBI), the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), and IRS Criminal Investigations.
Assistant U.S. Attorneys Debra Barnett and Kari Burks are leading the prosecution. This case is part of Operation Take Back America, a joint operation by the Department of Justice and the Department of Homeland Security aimed at eliminating cartels and transnational criminal organizations (TCOs) across the nation.
It’s important to note that a complaint is merely an allegation, and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.
