Kevin O’Connor, 51, of South Park, Pennsylvania, is headed to federal prison for 39 months after being convicted of possessing child pornography depicting minors as young as 12 years old. The grim sentence, handed down by U.S. District Judge Donetta Ambrose, marks the end of a five-year investigation rooted in digital depravity and predatory behavior.

O’Connor was found guilty of possession of material depicting the sexual exploitation of a minor—a charge that exposed a disturbing digital archive seized by federal agents. According to court documents, on or about April 27, 2016, investigators discovered graphic computer files containing videos and images produced using minors engaged in sexually explicit conduct. Some victims had not yet reached the age of 12.

The case was prosecuted by Assistant United States Attorney Jessica Lieber Smolar, who emphasized the severity of O’Connor’s actions during sentencing. “These aren’t abstract images—they represent real children, violated and exploited,” Smolar stated. “Every download perpetuates the abuse. This sentence sends a message: we will hunt you down and put you away.”

The Federal Bureau of Investigation led the investigation, tracing digital footprints through encrypted networks and seized electronic devices. Agents executed search warrants at O’Connor’s former residence in Allegheny County, where they recovered multiple storage drives loaded with illicit content. Forensic analysis confirmed the material met the legal threshold for child sexual abuse imagery.

O’Connor’s conviction is part of Project Safe Childhood, a Department of Justice initiative launched in 2006 to dismantle networks of child exploitation. The program combines federal, state, and local law enforcement to target offenders and rescue victims. Since its inception, the project has led to tens of thousands of arrests nationwide.

Following his prison term, O’Connor will face 10 years of supervised release—during which he will be monitored for compliance with strict conditions, including registration as a sex offender and restrictions on internet use. The DOJ reaffirmed its commitment to pursuing similar cases aggressively, warning that even solitary possession carries severe consequences under federal law.
