Raul Garcia Jr, Heroin Trafficking, Texas 2024

LAREDO, Texas – In a brutal blow to the Hermandad de Pistoleros Latinos gang, Raul Garcia Jr., known on the streets as Rule, has been handed a sentence of 100 months in federal prison for possession with intent to distribute over 100 grams of heroin. The 33-year-old Laredo native pleaded guilty on August 6, 2024.

U.S. District Judge Keith P. Ellison ordered Garcia to serve his term immediately followed by four years of supervised release. The court highlighted Garcia’s extensive criminal history and interactions with law enforcement in its decision-making process.

The investigation into Garcia’s activities began in January 2024 when authorities were tipped off about the sale of fentanyl in Laredo. Within three months, they uncovered a well-organized operation out of Garcia’s home that included the distribution of narcotics.

A March search warrant yielded heroin packaged for street sales, while another warrant a month later produced more of the same. The investigation also turned up methamphetamine, crack cocaine, fentanyl, marijuana, cash, and a stolen firearm. At his plea hearing, Garcia confessed to possessing all the drugs seized during the probe.

As Garcia awaits transfer to a Federal Bureau of Prisons facility, law enforcement agencies including the DEA, ATF, Laredo Police Department, ICE-HSI, and Border Patrol deserve praise for their collaborative efforts in this OCDETF investigation. Assistant U.S. Attorneys Steven Chamberlin and Leslie Cortez led the prosecution.
