Lawton Predators Get 45+ Years for Trafficking Minors

OKLAHOMA CITY – The stench of exploitation hung heavy in the courtroom this week as JACKIE DUNCAN, 35, and NIA HALL, 30, both of Lawton, Oklahoma, received their just desserts for trafficking two vulnerable juveniles. The pair were sentenced to a combined 45 years in federal prison and ordered to pay nearly half a million dollars in restitution to the victims they brutalized.

The case unraveled after the two girls, both runaways from a Lawton juvenile group home, were reported missing in May 2024. One was eventually found in Plano, Texas, on July 16th, revealing a horrifying truth: she and her friend had been forced into sex acts. The girl detailed how Duncan and Hall had approached them at a gas station after fleeing the group home, offering a false promise of shelter before turning them into commodities. They drove the victims to various cities across Texas, profiting from their exploitation while providing only the bare minimum of food and shelter.

The second juvenile was recovered in San Antonio, Texas, on September 30, 2024, corroborating the first victim’s account. Investigators discovered sickening evidence – sex advertisements linked to Hall, featuring photos of the exploited girls. The pair were arrested December 16, 2024, finally ending the nightmare for the victims. A federal Grand Jury charged Duncan with sex trafficking of children and Hall with conspiracy to commit sex trafficking in January 2025.

Both defendants eventually pleaded guilty. Duncan admitted to knowingly recruiting the minors and aiding Hall in the same depraved scheme on April 30, 2025. Hall followed suit on May 19, 2025, confessing to working with Duncan to transport and exploit the girls. U.S. District Judge Scott L. Palk didn’t mince words at sentencing. Duncan received a staggering 360 months (30 years) in prison followed by a lifetime of supervised release. Hall was sentenced to 188 months (over 15 years) in prison, also with lifetime supervised release. The judge also mandated restitution totaling $479,832.97.

“The sexual exploitation and trafficking of children is among the most vile and heartbreaking crimes in our society,” stated U.S. Attorney Robert J. Troester. “These sentences stand as a powerful reminder that those who prey on children will be held fully accountable under the law.” Richard “Glen” Melville, Director of the Bureau of Indian Affairs Office of Justice Services, added, “This case underscores the critical importance of collaboration across jurisdictions to protect children and hold traffickers accountable.”

The FBI also weighed in, stating that the sentences serve as a stark warning that they will “identify, investigate, and prosecute” those who seek to profit from the suffering of children. This case is a grim reminder of the predators lurking in the shadows, and the vital importance of vigilance and swift justice when it comes to protecting the most vulnerable members of our society.
