MINNEAPOLIS – Federal authorities have landed another blow against the Lows, a notoriously violent street gang terrorizing Minneapolis. A federal grand jury has indicted three more alleged members – Marques Armstrong Jr., 30, Davant Moore, 23, and Jahon Lynch, 20, all of Minneapolis – bringing the total number of defendants in this sprawling RICO conspiracy to fourteen. The charges stem from a pattern of brazen violence that has left a trail of bloodshed across the city.
The indictment alleges the Lows engaged in Racketeer Influenced and Corrupt Organizations (RICO) conspiracy involving at least ten murders. These weren’t isolated incidents; authorities say the killings were committed as part of the gang’s systematic effort to maintain control through fear. The alleged crimes unfolded in broad daylight, at locations like gas stations, barbershops, and food trucks – turning everyday spaces into scenes of carnage. Beyond murder, the indictment details charges of using a firearm during racketeering murder, attempted murder, and rampant gun and drug trafficking, including the deadly opioid, fentanyl.
“These fourteen defendants are allegedly all part of a gang that is responsible for at least 10 murders on the streets of Minneapolis,” stated Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division. “These murders…terrorized neighborhoods. As this superseding indictment to net additional gang members shows, the Criminal Division will not relent in addressing violent crime.” The feds are sending a clear message: Minneapolis won’t be a playground for gang warfare.
Acting U.S. Attorney Joseph H. Thompson didn’t mince words: “The Lows are killing our neighbors, and we’re taking them down.” He emphasized the power of RICO charges in dismantling these violent organizations, stating that each successful case leads to a drop in shootings and a restoration of calm in beleaguered neighborhoods. Thompson directly addressed families impacted by gang violence, promising, “we will not stop until your streets are safe.”
The FBI is also heavily involved, with Assistant Director Jose A. Perez of the Criminal Investigative Division stating the agency is committed to eradicating drug-fueled gang violence. Special Agent in Charge Alvin M. Winston Sr. of FBI Minneapolis underscored the relentless fight against the Lows, which has plagued the north Minneapolis community for nearly two decades. “This new indictment shows that the FBI will never stop working to crush violent gangs like the Lows, save lives, and protect our communities,” he said. Minneapolis Police Chief Brian O’Hara echoed the sentiment, noting this outcome is “another significant step in dismantling the gangs that have victimized our city.”
Federal investigators followed the money trail, exposing how the Lows financed their operations, buying weapons and drugs to fuel their reign of terror. Jason Bushey, Acting Special Agent in Charge of the IRS Criminal Investigation Chicago Field Office, stated, “This criminal street gang treated gun violence and murder as business tools to maintain power and control…By tracing their illicit financial activities, we were able to shine a light on the enterprise’s inner workings and bring these individuals to justice.” The investigation is ongoing, and authorities are warning other gangs: Minneapolis is under surveillance, and the consequences for violent crime will be severe.
