A chilling stash of guns and a manifesto detailing a plan to attack the University of Delaware Police Department was discovered in Wilmington, Delaware. Luqmaan Khan, 25, was arrested on November 24, 2025, after a traffic stop in Canby Park West.
Khan’s vehicle, a white Toyota Tacoma, was found with a loaded .357 caliber Glock handgun and three additional loaded magazines. The handgun had been modified with a microplastic conversion firearm brace kit. Investigators also found an armored ballistic plate, a notebook containing Khan’s twisted plans, and a map of the UD Police Station.
Khan’s notebook detailed his plans to use additional weapons and firearms in an attack, and how to evade detection by law enforcement. The manifesto even referenced a member of the University of Delaware’s Police Department by name.
On November 25, 2025, the FBI and NCCPD executed a search warrant at Khan’s residence, where they found a Glock 19 9mm handgun equipped with an illegal machinegun conversion device, also known as a ‘switch.’
Khan is now facing federal charges for possessing a machinegun. If convicted, he could face up to 10 years in prison.
