Michael McClain, Bribing Public Official, Illinois 2023

CHICAGO — Michael McClain, 77, of Quincy, Ill., has been sentenced to two years in federal prison for his role in a bribery scheme that targeted former Speaker of the Illinois House of Representatives Michael J. Madigan.

McClain, along with Anne Pramaggiore, John Hooker, and Jay Doherty, was convicted by a jury in 2023 on conspiracy charges. They plotted to falsify corporate records and evade internal controls at Commonwealth Edison (ComEd) to bribe Madigan in exchange for legislative favors.

The trial revealed that the conspirators arranged jobs and contracts at ComEd for Madigan’s political allies, often without any real work being performed. They created false contracts and invoices to conceal the payments from internal auditors, rate payers, and shareholders.

Pramaggiore, 66, of Barrington, Ill., was also sentenced to two years in federal prison and fined $750,000. Hooker, 76, of Chicago, received an 18-month sentence and a fine of $500,000. Doherty’s sentencing is scheduled for Aug. 5, 2025.

Assistant U.S. Attorneys Sarah Streicker, Diane MacArthur, and Julia Schwartz emphasized that their actions deceived internal auditors, rate payers, and shareholders. “Many public officials adhere to the law,” they argued, “But a long prison sentence awaits those who do not.”

Madigan, 83, of Chicago, was convicted earlier this year on ten corruption charges related to the scheme. He was sentenced last month to seven and a half years in federal prison and fined $2.5 million.
