Meth Kingpin Takes Fall: Hells Angels President Pleads Guilty
A high-ranking member of the Hells Angels motorcycle club has pleaded guilty to running a massive methamphetamine trafficking operation in western New York. Richard W. Mar, 64, of Monterey, California, admitted to supplying pound-size quantities of the highly addictive drug to a network of dealers in the Rochester area.
According to prosecutors, Mar, the President of the Hells Angels Monterey Charter at the time, worked with James H. McAuley, Jr., a member and Vice President of the Rochester Hells Angels, to traffic the methamphetamine from California to western New York. McAuley’s wife, Donna Boon, and other members of the conspiracy sold and distributed the methamphetamine to individuals in the Rochester area, Genesee County, and other locales.
Mar’s plea is part of a larger investigation that resulted in the indictment and arrest of members and associates of the Rochester and Monterey (California) Hells Angels for drug trafficking and racketeering-related offenses in February 2012. Seven defendants, including Mar, were charged with conspiracy to possess with intent to distribute, and to distribute, 500 grams or more of methamphetamine.
Mar faces a mandatory minimum penalty of five years in prison, a maximum penalty of 40 years in prison, and a $2,000,000 fine for his role in the conspiracy. The plea is the culmination of an investigation on the part of the Federal Bureau of Investigation, the Genesee County Sheriff’s Office, the Drug Enforcement Administration, and other law enforcement agencies.
The case highlights the reach of organized crime into the heart of the Hells Angels motorcycle club. Mar’s sentence is scheduled for June 9, 2016, before U.S. District Judge Charles J. Siragusa.
Mar’s plea is the latest in a series of convictions related to the Hells Angels operation. Other members of the conspiracy have also been convicted, including Robert W. Moran, Jr., a/k/a Bugsy, who was convicted of conspiracy to commit assault with a dangerous weapon in aid of racketeering activity, and Gina Tata, who was convicted of being an accessory after the fact to the conspiracy to commit assault with a dangerous weapon in aid of racketeering activity.
