Mildrey Gonzalez and Milka Alfaro Plead Guilty to $20M Medicare Fraud Scheme in Miami

Two Miami residents have pleaded guilty to a $20M Medicare fraud scheme. Mildrey Gonzalez, 61, and Milka Alfaro, 40, operated seven home health care agencies in Miami-Dade County.

According to the guilty pleas, Gonzalez and Alfaro recruited and paid nominees to falsely represent themselves as the owners of the home health care agencies. They also paid bribes and kickbacks to medical professionals and patient recruiters in return for referrals of Medicare patients.

As a result of the fraudulent scheme, Medicare paid approximately $20 million to the home health care agencies. Gonzalez and Alfaro were charged in a superseding indictment along with Adriana Jalil and Luis Luzardo, who pleaded guilty and were sentenced to 24 and 37 months in prison, respectively.

The case was investigated by the USSS, FBI, and HHS-OIG as part of the Medicare Fraud Strike Force. The strike force has charged nearly 3,000 defendants who have collectively billed the Medicare program for more than $11 billion since its inception in 2007.

Gonzalez and Alfaro are scheduled to be sentenced on May 11. Their guilty pleas are a significant blow to the Medicare fraud scheme, which has cost taxpayers millions of dollars.

The Medicare Fraud Strike Force is a partnership between the U.S. Attorney’s Office for the Southern District of Florida and the Criminal Division’s Fraud Section. The strike force is dedicated to combating Medicare fraud and protecting the integrity of the Medicare program.
