MARTINSBURG, WEST VIRGINIA – Kevin Nicholas Munroe, 32, is facing a substantial prison sentence after admitting to federal domestic violence charges today. The Martinsburg resident pled guilty to possession of a firearm while under a domestic violence protective order, and for violating that order across state lines. The case lays bare the long reach of the federal justice system when it comes to protecting victims, no matter where they may be.

According to court documents, the trouble began with a shooting investigation conducted by the West Virginia State Police. That investigation quickly revealed a more troubling picture: an active domestic violence protective order filed against Munroe in Los Angeles, California. Despite the order – and the explicit prohibition on possessing firearms – Munroe was found in Martinsburg with the protected individual and a loaded .45 caliber revolver. It’s a dangerous combination that nearly escalated a volatile situation.

“Those who violate protective orders will be held accountable, regardless of where the order was issued,” stated U.S. Attorney William Ihlenfeld, sending a clear message to potential abusers. “Due to the excellent work of the West Virginia State Police, Mr. Munroe faces a long prison sentence for violating an order issued on the other side of the country.” Ihlenfeld’s office has made clear its commitment to pursuing these cases aggressively.

Munroe now faces up to 15 years behind bars for the firearms charge alone. The interstate violation of the protective order carries a potential sentence of up to five years. The ultimate sentence will be determined by a federal district court judge, who will consider the U.S. Sentencing Guidelines and other relevant statutory factors. Expect a harsh penalty given the combination of offenses and Munroe’s disregard for the law.

This prosecution is part of the Northern District of West Virginia’s Domestic Violence Reduction Initiative, launched in early 2023. The initiative is a focused effort to shield domestic violence victims, remove dangerous individuals from the streets, and bolster community safety. A key component of the program is keeping firearms out of the hands of those with a history of violence. It’s a proactive approach aimed at preventing future tragedies.

The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and the West Virginia State Police conducted the investigation. Assistant U.S. Attorney Kyle Kane is prosecuting the case.
