Mohammed Ahmad, Medicare Telemedicine Scam, Ohio 2024

CLEVELAND – A notorious telemedicine doctor has copped to his role in a fraudulent Medicare scheme that bilked the federal healthcare program out of nearly $267,402. Mohammed Ahmad, 38, from Avon, Ohio, pleaded guilty to charging Medicare for services he never provided, authorities reported.

Ahmad, who has been a licensed physician since 2014, worked as a contractor for Florida-based Lifeline Recruiting Inc. He is accused of reviewing and signing pre-completed orders for DME, like orthotic braces, without ever examining patients or conducting the required tests. The scam ran from November 2018 to May 2019.

“This case is another reminder that some so-called health care providers are more interested in lining their pockets than providing genuine medical services,” said Assistant U.S. Attorney Chelsea S. Rice. “Ahmad’s actions not only exploited Medicare but also put patients at risk.”

The FBI Cleveland Division and the U.S. Department of Health and Human Services-Office of the Inspector General conducted the investigation, leading to Ahmad’s guilty plea on July 9, 2025. He faces up to five years in prison and a $250,000 fine.

This case is part of the Department of Justice’s 2025 National Health Care Fraud Takedown, a massive operation that targeted over $14.6 billion in intended loss from health care fraud schemes across the country. Lifeline Recruiting’s owner, Alicia Hiller, has also pleaded guilty and will be sentenced on November 5, 2025.
