CLEVELAND – James P. Jackson, 39, of Niles, Ohio, has pleaded guilty to a sordid scheme that saw him exploit his position as an employee at the Trumbull Correctional Institution (TCI) in Leavittsburg to facilitate drug smuggling and contraband delivery.
Jackson, who worked as both a corrections officer and later a maintenance worker from 2022 to 2024, was given unrestricted access to non-public areas of the prison, including inmate cells. His betrayal of his duties led to a court filing that detailed his explicit communication with the wife of an inmate at TCI.
The investigation revealed a chilling exchange where Jackson accepted two wrapped packages from the inmate’s wife in exchange for an initial $1,000 bribe and a promise of another $1,000 upon successful delivery. The packages contained 97.67 grams of methamphetamine, synthetic cannabinoids, PCP, other drugs, a cellphone, and SIM cards. His plan to deliver these sinister items was thwarted when law enforcement intercepted him just as he attempted to enter the prison with them.
Jackson’s duplicity came to light on July 15, 2025, when he pleaded guilty to Hobbs Act extortion under color of official right. The maximum penalty for his crime is a staggering 20 years in prison and fines reaching $250,000. His sentencing will be determined by the federal district court judge after considering U.S. Sentencing Guidelines.
This investigation was a collaborative effort between the FBI Cleveland Division, DEA, Trumbull Correctional Institutions-Office of Investigations, Ohio State Highway Patrol-Office of Criminal Investigations Prison Drug Unit, and Investigative Services for the Warren District. Assistant United States Attorneys Chelsea S. Rice and Rebecca C. Lutzko prosecuted the case for the Northern District of Ohio.
