A high-ranking member of a PCP trafficking organization has been convicted in federal court after a lengthy investigation and trial in Kansas City.
Russell L. Spencer, Jr., 47, was found guilty of conspiring to distribute more than a kilogram of PCP in the Kansas City area.
According to investigators, Spencer spent over $27,000 on rental vehicles and drove over 80,000 miles in those vehicles over a 19-month period, all while claiming zero income to the IRS.
The investigation, which began in October 2021, involved a Title III wiretap on phones used by the trafficking organization, revealing Spencer’s key role in arranging PCP purchases and sales.
Spencer, the last of 16 defendants to be convicted, faces a mandatory minimum sentence of 10 years in federal prison without parole and up to life in prison without parole.
