PHILADELPHIA – A brutal beating inside the Curran-Fromhold Correctional Facility (CFCF) and a subsequent cover-up have landed three correctional officers and their former supervisor in federal court. United States Attorney David Metcalf announced today the indictment of Jahaan Andrews, 34, Oneil Murray, 31, and Mumin Hart, 43, all of Philadelphia, Pennsylvania, along with Georgia Malloy, 58, also of Philadelphia. The charges stem from a violent assault on a pretrial detainee in October 2020 and the deliberate falsification of records to hide the truth.

The indictment details a disturbing sequence of events. On or around October 6, 2020, Andrews allegedly detained “Inmate 1” over a jumpsuit color discrepancy. This quickly escalated. Alongside Murray, Hart, and another correctional officer, Ronald Granville (charged separately), Andrews escorted the inmate to his cell under the pretense of a clothing change. What followed, according to the indictment, was a savage beating. The officers ordered the inmate to strip and then proceeded to punch, kick, and assault him repeatedly, leaving him hospitalized with severe injuries – broken ribs, a damaged scrotum, and facial trauma requiring emergency surgery.

Philadelphia Department of Prisons (PDP) policy mandates that any use of force by a C.O. be documented in a report, both by the officer initiating the force and any witnesses. But the feds allege this didn’t happen. From October 6, 2020, to October 31, 2020, Andrews, Murray, Hart, and Granville allegedly conspired to create false narratives, meticulously crafting reports that downplayed their brutality and obscured the truth. Their goal? To evade scrutiny from superiors and the FBI.

The indictment paints a picture of deliberate deception. The officers’ use of force reports, and Malloy’s subsequent investigation report as their supervisor, allegedly exaggerated the inmate’s aggression while minimizing the extent of the physical abuse inflicted upon him. Crucially, the reports falsely claimed that Granville had not used any force during the incident – a blatant attempt to shield a fellow officer. Malloy, as a lieutenant with the PDP, is accused of knowingly participating in this scheme to protect her subordinates.

All four defendants are charged with conspiracy. Andrews faces the most severe penalties, including two counts of deprivation of rights under color of law, two counts of falsification of records, and making a false statement to the FBI. If convicted, he could face a maximum sentence of 70 years behind bars. Murray is charged with two counts of deprivation of rights under color of law and two counts of falsification of records, carrying a potential 65-year sentence. Hart and Malloy, both charged with two counts of falsification of records and deprivation of rights under color of law, could each receive up to 45 years if found guilty.

The FBI led the investigation, with significant support from the Philadelphia Department of Prisons. Assistant United States Attorneys Everett Witherell and Michael Miller are prosecuting the case. It’s vital to remember that these are allegations, and all defendants are presumed innocent until proven guilty in a court of law. But the details outlined in the indictment suggest a disturbing pattern of abuse and a concerted effort to obstruct justice within the walls of CFCF.
