PHILADELPHIA – In a shocking turn of events, three correctional officers and their former supervisor from the Curran-Fromhold Correctional Facility (CFCF) have been charged with violating an inmate’s constitutional rights. United States Attorney David Metcalf announced that Jahaan Andrews, 34, Oneil Murray, 31, and Mumin Hart, 43, all of Philadelphia, Pennsylvania, along with Georgia Malloy, 58, their former lieutenant supervisor, have been arrested and charged by indictment.
The incident occurred on October 6, 2020, when Inmate 1, a pretrial detainee, was subjected to a strip search and assault. The officers claimed Inmate 1 was wearing the wrong color jumpsuit as the reason for his detention. According to the indictment, Andrews, Murray, Hart, along with Correctional Officer Ronald Granville and another officer, forcibly removed Inmate 1 from the holding room and subjected him to a violent strip search.
After the assault, Inmate 1 was hospitalized with severe injuries, including facial, rib, and scrotal trauma. He underwent emergency surgery as a result of the beating. The officers were required to complete reports following the incident, but the indictment claims that from October 6 to October 31, 2020, Andrews, Murray, Hart, Malloy, and Granville conspired to falsify records.
The defendants are accused of writing their use of force reports and Malloy’s investigation report in a manner that exaggerated Inmate 1’s aggression and understated the true nature of the force used by the officers. They also falsely claimed Granville did not use force during the incident. All four are charged with conspiracy, with Andrews facing additional charges including deprivation of rights under color of law, falsification of records, and making a false statement to the FBI.
Andrews could face up to 70 years in prison if convicted, while Murray faces up to 65 years, and Hart and Malloy up to 45 years. The investigation was led by the FBI with significant assistance from the Philadelphia Department of Prisons, and is being prosecuted by Assistant United States Attorneys Everett Witherell and Michael Miller.
The charges contained in the indictment are merely accusations, and every defendant is presumed innocent until proven guilty in court.
