A brazen Puerto Rico-based cocaine ring has been dismantled by federal authorities in Connecticut, with five individuals charged for trafficking multiple kilograms of the deadly drug through the U.S. Mail.
According to court documents, the cocaine shipments arrived in parcels from post offices in Puerto Rico, with Roselyn Osorio-Soto and Edgardo Castro Perez mailing them to addresses in central Connecticut.
Once the packages arrived, Juan Jose Torres-Ortiz would collect them and transport them to secondary locations where Edgar Castro Perez and Enrique Arroyo-Robles stored them until the cocaine was distributed further.
During the investigation, authorities identified at least 12 suspicious parcels shipped to Connecticut, seizing and searching four parcels that contained a combined multiple kilograms of cocaine.
On September 17, 2025, Torres-Ortiz was caught picking up a parcel in Middletown and transferring it to Edgar Castro Perez, who then drove it to a residence in Tolland.
