Rapid City Man Charged with Child Pornography

A Rapid City man has been accused of downloading images of child pornography onto a computer in 2013, according to federal authorities. Rodney Volker, 67, is facing charges of possession and receipt of child pornography.

Volker was indicted by a federal grand jury on October 22, 2013, and appeared before U.S. Magistrate Judge Veronica L. Duffy on November 4, 2013. He pleaded not guilty to the charges.

The penalty for possession of child pornography is a mandatory minimum of 10 years and up to 20 years of imprisonment and a $250,000 fine. Receipt of child pornography carries a mandatory minimum of 5 years and up to 20 years of imprisonment and a $250,000 fine.

Assistant U.S. Attorney Sarah Collins is prosecuting the case. The investigation is being conducted by the Rapid City Police Department and the South Dakota Internet Crimes Against Children Taskforce.

Volker was remanded to the custody of the U.S. Marshals Service. A trial date has not been set. Volker is presumed innocent until proven guilty.
