Laredo Man Faces Decades Behind Bars for Sickening Crimes

LAREDO, Texas – Ricardo Reyna, a 22-year-old Laredo resident, will spend the next 350 months in federal prison after pleading guilty to receiving and possessing child pornography. U.S. Attorney Alamdar S. Hamdani announced the sentence today, a grim reminder of the predators lurking in the digital shadows.

Reyna initially pleaded guilty on July 7, 2022. U.S. District Judge Micaela Alvarez didn’t mince words during sentencing, handing down 210 months for possession and another 210 months for receipt of the horrific material – sentences to be served concurrently. The court was presented with devastating testimony, including letters from identified victims detailing the lasting trauma inflicted by Reyna’s actions. These aren’t just files; they are stolen childhoods, and Reyna is paying a price, however insufficient it may seem to the survivors.

Judge Alvarez delivered a stark message: Reyna will eventually rejoin society, claiming hardship, but the victims will carry the weight of his abuse for their entire lives. It’s a chilling acknowledgment of the irreversible damage inflicted. Beyond the prison term, Reyna was ordered to pay $16,000 in restitution to the victims and will face 15 years of supervised release upon his eventual release. That release will come with stringent restrictions, limiting his access to children and the internet, and mandatory registration as a sex offender.

The investigation revealed a disturbing pattern of behavior. Reyna admitted to viewing and sharing child pornography between May 1, 2020, and May 6, 2022. Authorities discovered 51 video files and 16 images on his cellphones, evidence of a deliberate and prolonged engagement with this vile content. He actively participated in distributing this material on the messaging app Kik, starting in 2020, turning his phone into a pipeline of abuse.

The FBI led the investigation, receiving crucial assistance from Homeland Security Investigations and the Winnebago County Sheriff’s Office. Assistant U.S. Attorney Mark Hicks handled the sentencing, with former AUSA April Ayers-Perez initially prosecuting the case. This prosecution falls under Project Safe Childhood (PSC), a nationwide DOJ initiative launched in 2006, dedicated to combating the exploitation and abuse of children.

PSC brings together federal, state, and local resources to hunt down and prosecute those who prey on children and rescue victims. This case serves as a grim example of the PSC’s work, and a warning that those who engage in this horrific behavior will be pursued relentlessly.
