Zephyrhills Man’s Identity Theft Scheme Unravels
A 63-year-old man from Zephyrhills, Florida, has been sentenced to two years in federal prison for his role in a brazen identity theft scheme that spanned over two decades.
Richard Hoagland, formerly of Indiana, was ordered to forfeit $42,500, the proceeds of the misrepresentations he made in connection with the U.S. Department of Housing and Urban Development Section 8 housing program.
Hoagland pleaded guilty to the charges on February 16, 2017. The investigation revealed that he used the name, date of birth, social security, and identity of a deceased person in documents submitted to the Federal Aviation Authority.
Between 2012 and 2014, Hoagland applied for and obtained a pilot and medical certificate using the stolen identity. He also used the information to register partial ownership in an aircraft in 2014. The scheme, which began in 1995, allowed Hoagland to abandon his true name and use the false identity for all purposes, including paperwork filed with HUD.
The case was a collaborative effort between the Pasco County Sheriff’s Office, the Federal Bureau of Investigation, the Department of Transportation – Office of Inspector General, and HUD – Office of Inspector General.
Assistant United States Attorney Kelley Howard-Allen prosecuted the case, bringing Hoagland to justice for his egregious crimes. The sentence serves as a reminder that identity theft will not be tolerated and those who commit such crimes will face severe consequences.
