Sioux Falls Man Charged in Dacotah Bank Robbery
On March 5, 2015, a brazen armed robbery took place at Dacotah Bank on East 10th Street in Sioux Falls, South Dakota. According to the police, a man walked into the bank wearing distinctive clothing, a ski mask, and carrying a backpack. He demanded money and waved what appeared to be a gun in the air.
The investigation that followed was a collaborative effort between the Sioux Falls Police Department, the South Dakota Highway Patrol, and the Federal Bureau of Investigation. Video footage from the bank’s surveillance cameras confirmed the information received by the police, and portions of the video were released to the local news media.
Several sources contacted law enforcement to help identify the person responsible for the robbery. Rickey Daniel Starks, a 45-year-old man from Sioux Falls, was eventually indicted by a federal grand jury on March 17, 2015. He appeared before U.S. Magistrate Judge Veronica L. Duffy on March 18, 2015, and pled not guilty to the Indictment.
The maximum penalty upon conviction is up to 20 years in custody and/or a $250,000 fine, 5 years of supervised release, and $100 to the Federal Crime Victims Fund. Restitution may also be ordered.
Starks was remanded to the custody of the U.S. Marshals Service pending trial. A trial date has not been set, and the charge against him is merely an accusation. He is presumed innocent until and unless proven guilty.
Assistant U.S. Attorney Dennis R. Holmes is prosecuting the case, which has garnered significant attention in the local community. The people of Sioux Falls are demanding justice for the victims of this heinous crime, and it remains to be seen what the outcome of this case will be.
