Former USIP Chief of Party Pleads Guilty to Wire Fraud Conspiracy
A shocking case of corruption has rocked the halls of the United States Institute of Peace. Robert Nathan Boorda, the former chief of party in Baghdad for the USIP, has pleaded guilty to conspiring to enrich himself through a scheme to award a security contract at a fraudulently inflated price.
According to plea documents, Boorda admitted to conspiring with the owner of a security services contracting firm to inflate the price of a $1.165 million contract for the lease of a villa in Baghdad and security services. The contract was inflated so that Boorda could receive a monthly consulting fee of $20,000 from the company, which he concealed from USIP.
Boorda’s scheme was uncovered by the Special Inspector General for Iraq Reconstruction and the Inspector General for the State Department, who investigated the case. The Fraud Section of the Justice Department’s Criminal Division is prosecuting the case, led by Special Trial Attorney Catherine Votaw.
The case highlights the deep-seated corruption that has plagued the reconstruction efforts in Iraq. Boorda’s actions are a betrayal of the trust placed in him as a representative of the USIP, and his guilty plea serves as a reminder that those who engage in such activities will face the full force of the law.
Boorda, 63, was charged by information on September 19, 2011, with one count of conspiring to commit wire fraud. He pleaded guilty to the charge on October 7, 2011.
The case is a stark reminder of the need for transparency and accountability in government contracts. The USIP, as a leading organization in promoting peace and conflict resolution, has a responsibility to uphold the highest standards of integrity and ethics. Boorda’s actions have fallen woefully short of these standards, and his guilty plea is a step towards justice.
As the investigation continues, it remains to be seen whether others will be implicated in this case. However, one thing is certain: Robert Nathan Boorda’s actions will not be forgotten, and his guilty plea serves as a warning to those who would seek to exploit their positions for personal gain.
